一 |     (ECNS) -- A fire broke out early Thursday at a ground-floor commercial unit in Haigang District of Qinhuangdao City, north China's Hebei Province, killing eight people and injuring three others, local authorities said.    The fire broke out at around 3:40 a.m., prompting firefighters, emergency responders, health authorities and police to rush to the scene for rescue operations, according to a statement from the district government. The flames were extinguished by 4:30 a.m.    Eight people were killed in the fatal fire, while three others were taken to hospital for treatment.
